The UK's Foreign Secretary David Miliband has called on the Pakistani government to bring those behind the Mumbai terrorist attacks to justice.

Speaking after talks with the Indian foreign minister Pranab Mukherjee, he said he didn't believe the Pakistani government ordered the attacks.

But, he said it was absolutely clear Pakistan was the origin of the terrorist strike and he says the government has a responsibility to bring the perpetrators to justice.

Mr Miliband is to travel to Mumbai to deliver a speech at the Taj Mahal Palace Hotel.

It has partially re-opened after being severely damaged in the attacks.

The United States is also urging Pakistan to take a tougher approach to the militant group Lashkar-e-Taiba which India blames for the Mumbai attacks.
