East Timor's President Jose Ramos-Horta is attending a memorial for the 18th anniversary of the Santa Cruz massacre.

More than 250 people died in 1991, when Indonesian troops fired on a memorial procession to the Santa Cruz cemetery, in the capital, Dili.

In all, 271 East Timorese are known to have died, while a further 250 are missing, believed dead, and 382 were wounded.

Dr Ramos Horta has pushed for the construction of a memorial garden to victims of the massacre.

He says compensation should also be paid to survivors.

    Australia goes to the polls on August 21.
